Rules Committee debates Council President term limits
Weymouth Rules Committee debated whether to eliminate the consecutive term limit for Council President and agreed to revise two existing rules.
Town Council · Meeting of March 24, 2026
Weymouth Rules Committee debated whether to eliminate the consecutive term limit for Council President and agreed to revise two existing rules. Vice Chair Gary MacDougall proposed removing the two-term restriction, arguing that constant turnover creates instability on complex issues like the Massachusetts Water Resources Authority and Union Point development. Councilor Rick Coughlin opposed the change, and Councilor Andrew Donovan said he supports dropping the limit but wants to keep biennial elections.
The committee agreed to align the public comment rule with state court free speech guidance, eliminating language about "slanderous or irrelevant remarks" and focusing instead on conduct that disrupts meetings. It also approved updating meeting notifications to use electronic mail.
