Weymouth Conservation Commission continues disputed road project tied to Holbrook housing development, citing unresolved Zone A stormwater conflict. The commission voted unanimously at its July 28 meeting to continue a notice of intent for a 150-foot road repaving on Randolph Street to August 25, giving engineer Sean Hardy of Hardy and Mayan Design Group time to meet with town engineer Jay Donovan before the board considers an outright denial. The road is the only access to a 12-unit duplex development in Holbrook, but it falls within the Zone A buffer of Great Pond, Weymouth's primary drinking-water supply.

Donovan contends that any increase in impervious-surface discharge into the Zone A is prohibited under state stormwater standards; Hardy argues the design captures runoff from 84 percent of the site and provides 11,431 cubic feet of recharge — roughly ten times the required minimum — and that the state's own capture-adjustment provision is being correctly applied. Conservation Agent Andrew Hultin told the board that DEP is "the only arbiter" of the conflicting engineer interpretations and that denial followed by a state appeal may be the inevitable path.
