Weymouth Conservation Commission Continues Northern Avenue Hearing to April 30

WEYMOUTH — March 26, 2024 — Weymouth Conservation Commission continues contentious Northern Avenue hearing after neighbor outcry over wetland impacts. The commission voted unanimously at its March 26 meeting to push the public hearing on a proposed single-family home at zero Northern Avenue to April 30, directing applicant Ken Ryder and consultant Mark Manganiello of LEC Environmental Consultants to first seek Planning Board review of a proposed 16-foot roadway extension before the commission considers issuing an order of conditions. About a dozen neighbors from Northern Avenue and Carolyn Road testified against the project, with former real estate attorney Brian Cook arguing the lot is effectively unbuildable and that the applicant "created your hardship and then asked for a variance to meet your hardship." Conservation Agent Andrew Halton confirmed a revised wetland delineation is needed after a site visit found the boundary extends onto adjacent town-owned land, and he recommended any eventual approval include a conservation easement, split-rail fence, and two-year monitoring of a 5,200-square-foot wetland restoration area required to remediate an unpermitted excavation from the prior summer. Separately, the commission unanimously approved a certificate of compliance for a flood-mitigation house-lifting project at 138 Fort Point Road.
