The applicant, Ken Ryder, is weighing an appeal; his proposed house footprint fell four-fifths or more within the protected 25-foot wetlands buffer. The commission also unanimously approved a negative-3 wetlands determination for homeowner Wendy Hardyman at 22 Lester Lane, whose contractor completed a deck reconstruction without first obtaining a building permit; Conservation Administrator Halton had visited the site and found no environmental damage. Hearings on the Old Swamp River Dam removal and a development proposal at 114 Bridge Street, where the town is exploring whether to purchase the lot for open space, were both continued to October 29.
