Weymouth Conservation Commission OKs Supplemental Order for Collapsed Mill River Culvert

WEYMOUTH — September 27, 2022 — Weymouth Conservation Commission authorizes continued emergency repairs on a collapsed Mill River culvert beneath 824 Washington Street. The commission voted unanimously Tuesday to issue a supplemental enforcement order allowing FX Messina's contractor, RH White, to proceed past the October 14 expiration of an earlier emergency certification, after engineers from GM2 Associates determined the original two-step permitting approach was unworkable. Chief Engineer Eric Carlson described a stabilization plan involving a 48-inch bypass pipe, excavatable flowable fill, and coffer dams to manage flow from a 6.2-square-mile watershed before a permanent cast-in-place box culvert can be installed — with stabilization targeted for mid-October and full repair by year's end. The commission also approved certificates of compliance for the Weymouth Elks property at 1197 Washington Street and a Greenvale Avenue gas main, issued negative-three determinations for residential deck and pool projects on Prospect Hill Drive, Paris Street, and Lindrick Drive, and granted an order of conditions for a 682-square-foot addition at 73 Northern Avenue requiring 1,375 square feet of riverfront mitigation at a two-to-one ratio.
