Weymouth Signs $11.5 Million Water Deal as Union Point Targets 2025 Construction Start

WEYMOUTH — December 16, 2024 — Weymouth officials detailed an $11.5 million upfront water-and-sewer mitigation payment and a projected April 2025 financing close for the Union Point redevelopment at the December 16 Town Council meeting. Mayor Robert Hedlund, Chief of Staff Ted Langell, and John Twigg of New England Development told councilors that a final MEPA certificate for the former South Weymouth Naval Air Station project was expected to be published the following day — "the first time in over 10 years that this project will have a valid MEPA certificate." The new interim water agreement, signed in late October after nearly a year of negotiations, provides 450,000 gallons per day of interim supply and ties more than $30 million in total mitigation to the project, with $11.5 million due to the town within five days of a Disposition and Development Agreement signing with the Southfield Redevelopment Authority. A $2.6 million MassWorks grant — first of four annual design-phase awards — covers MWRA application work, leak detection, and intersection upgrades at Trotter Road and Shea Memorial Drive. Twigg reported 600,000 square feet of commercial interest, including a large-format grocer and a fitness resort concept, with the MWRA pipeline connection projected around 2030 and a $12 million projected annual net tax benefit to the town at buildout.
